STEP 1.
Ok first off grab you obviously have the picture or pictures you are working with. These are the two i am using, i want to place on on top of the other so the top pic needs to have the background transparent as i only want certain parts to be seen.

STEP 2.
I need just the gun to be visible over the flag so the paperwork and bullets have to go, what i will have to do to make everything behind the gun become transparent is to make the background completely white. You can do this in paint but it is time consuming so i will cheat and use an excellent paint program called MyPaint - bonus, it is free. Link---> here
So i start by simply outlining and then painting in pure white around the gun until only the gun is showing and then save it as gif or png file. You will need it to be in either gif or png format for it to become transparent once we start mucking around in paint.

STEP 3.
Ok so i have my gun ready to go, now i need to open my other picture (the flag) in windows paint first and change a couple of settings. Once you have your base picture open click select and make sure the Transparent selection option is ticked. Color 1 is black and Color 2 is white, they should be set like that standard. If all looks like the picture below you are good to go.

STEP 4.
Now you need to add the picture you have already whitened and are going to overlay, in Paint simply click the Paste option top left in the Paint window, drop down to Paste From and click, this will open a browsing window where you can select you file, select it and it will place it in paint on top of your base picture.

STEP 5.
So we have our gun on the flag , background gone - transparent :) But it looks like shit you say ? Well from here you can resize the top picture, move it around and clean up those edges. If you do not like your final placement simply hit ctrl z and the top picture will be deleted and you can repaste it and start again. From there you will need to use your artistic skills to finish your project , the rest of what i did below was all in paint by simply cleaning up the edges, repainting the gunbutt and mucking around with some brushes to get a punky grungy look.

Windows paint may not be the best tool for the job but it is one that we all have access to on our Windows machines and it can give you a decent result in not much time :)
